What is the equivalent of percentage to GPA?

Most of the Universities require a 3.5 GPA for good scholarships. I know that we don’t have to convert our percentage to GPA. But, just to get an idea, what range of percentages are in the range of 3.5 GPA?
I talked to an admission officer and he told me to send the transcript from last 4 years of your school (i.e. 9-12). So, my question is The Universities calculate the aggregate percentage? I hear some people saying they calculate an aggregate percentage from grade 10,11 and 12. Some say last 2 years of high school?
